Well, the dam has well and truly broken on the story of long-range ATACMS being provided to Ukraine. When I sent out this note two days ago, the stories were that they were about to be sent. Yesterday it turned out that not only were they coming—they were actually there and had been used selectively by the Ukrainians in two different operations. The whole timeline and story of their use so far tells an important story of how the Biden Administration has learned a terrible but important lesson about war and how, finally, they really might be breaking out of Russian reflexive control of their escalation thinking.
